During the past several years, Mr. Preston’s antitrust analysis has concentrated on two industries: telecommunications and health care. With respect to the telecommunications industry, he has provided antitrust analyses of international correspondent, global MNC, domestic local and long distance, fixed and mobile wireless, satellite, and internet services. With respect to the health care industry, he has provided antitrust analyses of multi-hospital mergers, multiprovider networks, joint ventures, managed care plans, and exclusionary behavior. Mr. Preston also has antitrust experience in a number of other industries including defense, forest products, newspaper publishing, branded consumer products such as beer and soft drinks, and the manufacture of industrial machinery. In addition, he has provided estimates of damages in antitrust and other civil cases.

Mr. Preston was formerly a senior economist in the U.S. Department of Justice’s Antitrust Division. In that capacity, he specialized in antitrust investigations and policy involving all aspects of the healthcare industry and the licensed occupations. While at the Antitrust Division, Mr. Preston was the lead economist on seven filed cases. He provided deposition testimony in U.S. v. British Columbia Forest Products, et al. and U.S. v. State Board of Certified Public Accountants of Louisiana.  In addition, he submitted an affidavit in U.S. v. Hospital Affiliates International, Inc. and American Health Services, Inc.
